Mr. Boyle is a member of the Office of General Counsel assigned as Assistant Counsel to the Pennsylvania Department of State. He serves as counsel to the State Boards of Optometry, Landscape Architecture and the Navigation Commission for the Delaware River and Its Navigable Tributaries and writes regulations for other state professional licensing boards.

From 1999 to 2011, he served at the Department as Counsel to the Election Bureau, where he defended the Bureau in federal and state litigation, worked to prevent litigation by advising clients of the requirements of federal and state laws and worked with county boards of elections to implement federal and state election laws. Since 2006, he drafted lobbying registration and quarterly expense forms, a Manual on Recordkeeping and Reporting and regulations to comply with Act 134 of 2006. Prior to 1999, Mr. Boyle was a lobbyist for the Pennsylvania Institute of Certified Public Accountants, the General Counsel and lobbyist for the Pennsylvania Newspaper Association, the Manager of Political Programs for Edison Electric Institute (the national trade association of the investor-owned public utilities), a public affairs specialist for the Federal Election Commission, a staff assistant for a Member of Congress, and a public school teacher in Newport News, Virginia during the first five years when the school system was integrated due to court-ordered busing. Mr. Boyle is a 1990 graduate of The Dickinson School of Law, and obtained both a Master of Arts Degree and a Bachelor of Arts Degree from the College of William and Mary in Williamsburg, Virginia.
