Mr. Testa is a partner in the Wilmington, Delaware office of the law firm of Margolis Edelstein. Practicing in the firm's Business and Shareholder Services Group, Mr. Testa provides counseling and representation in areas including: business planning, succession and wealth transfer planning; commercial contract drafting and negotiations; commercial lending and finance; mergers and acquisitions; the purchase and sale of commercial assets; and, tax matters affecting individuals and enterprises.

Admitted to the bar in each of the states of Delaware, Pennsylvania, and New Jersey, Mr. Testa earned his juris doctorate, cum laude, from Widener University School of Law, where he now also serves as an adjunct faculty professor. Mr. Testa received both his Bachelor's of Business Administration, cum laude, and his Master's of Business Administration from the University of Miami (Coral Gables, FL). Although no longer in public practice, Mr. Testa maintains his licenses as a Certified Public Accountant in each of the states of Delaware, Pennsylvania, and Florida. Mr. Testa received substantial experience in private industry and public accounting prior to joining Margolis Edelstein.

In the private sector, Mr. Testa served as In house counsel and Chief Financial Officer for a closely held business employing several hundred associates operating from multiple facilities throughout the mid-Atlantic region. As In-house counsel, Mr. Testa provided substantial business entity and shareholder services. As Chief Financial Officer, Mr. Testa assumed lead responsibility for the policies and activities for finance, accounting, treasury, risk management, asset-liability management, benefit plans, and the development and maintenance of financial controls and reporting. As a CPA in public practice, Mr. Testa received nearly 10 years of public accounting experience working from the position of staff accountant to senior manager at Price Waterhouse in the Miami, FL, Philadelphia, PA, and Wilmington, DE offices. At Price Waterhouse, Mr. Testa received substantial experience in accounting, auditing, and tax matters servicing public, privately held, municipal, and non-profit organizations.

Mr. Testa frequently presents programs on tax and corporate finance subjects and has authored numerous tax and estate planning articles published in the Delaware Journal of Corporate Law, the Monthly Digest of Tax Articles, the Encyclopedia of Private Equity and Venture Capital, The CPA Journal, The Pennsylvania CPA Journal and the Newsletter of the Delaware Society of CPAs.

In the community, Mr. Testa's experience includes service as: Chairman of the Section of Taxation and member of the Technology Committee for the Delaware State Bar Association; Member of the Board of Directors and Chairman of the Tax Committee of the Delaware Society of CPAs; Member of the Board of Directors of the Pencader Education Association; Volunteer attorney guardian ad litem for the Delaware Office of the Child Advocate; and, Member of a special legislative drafting committee for Delaware "Headquarters Management Corporation" legislation.
